The MC chair determines which members are interested, eligible and available to attend the international standardization meeting. The MC chair should issue a call for delegates at least twelve (12) weeks prior to the scheduled international meeting date.

The MC chair compiles responses and proposes the head of delegation and delegates. The MC is to approve the proposed delegation.
