The purpose of this document is to define the system for recognition of conformity with consensual standards established by the Bureau de Normalisation du Québec (BNQ) and to establish the rules for its operation. This document is intended to be used by firms wishing to obtain BNQ certification of conformity of their products with the relevant standards. Any manufacturer can obtain certification of conformity of his products with a relevant standard in either form : certification or attestation of conformity if he wishes to market a product and is able to demonstrate that he consistently manufactures that product to this standard. Generally speaking, certification programs are governed by the following critera: - existence of a genuine need; - access to technical facilities at reasonable cost; - potential funding; - potential legislative support; - civil liability assumable at normal cost.
