Scope

Please note that the title, scope, and project need was updated on 2019-06-11 as requested by the responsible SDO, and an additional comment period of June 11, 2019 to July 3, 2019 applies.

1.1 This Standard covers the electrical system of eBikes powered by a lithium-based, rechargeable battery. EBikes include both Electrically Power Assisted Cycle (EPAC - pedal assist) and non-pedal assist eBikes.

1.2 Electrical systems as referenced in 1.1, may include onboard components and off board components of eBikes. As a minimum, the electrical system consists of the battery, battery management system (BMS), interconnecting wiring, and power inlet. Any additional components or systems required to demonstrate compliance are  included based on the overall system application.

1.3 Off board components include dedicated chargers for charging batteries that are removed from the eBike during charging or dedicated chargers for charging batteries that are in place on the eBike during charging.

1.4 This Standard does not cover the mechanical structure of the eBike unless specified otherwise.

Project need:

Project Need
To develop a comprehensive safety standard for Canada and the US to address the electrical system safety of e-Bikes. It will serve to accelerate technology through a demonstrated track record of electrical system safety. Transport Canada does not regulate power-assisted bicycles, as defined in the Motor Vehicle Safety Regulations (MVSR). Transport Canada amended the MVSR to exempt PAB from the requirements of the regulations, provided they are powered by an electric motor and meet the prescribed technical characteristics defined within the regulations.

Note: The information provided above was obtained by the Standards Council of Canada (SCC) and is provided as part of a centralized, transparent notification system for new standards development. The system allows SCC-accredited Standards Development Organizations (SDOs), and members of the public, to be informed of new work in Canadian standards development, and allows SCC-accredited SDOs to identify and resolve potential duplication of standards and effort.

Individual SDOs are responsible for the content and accuracy of the information presented here. The text is presented in the language in which it was provided to SCC.
