This standard covers the basic elements of a production Inspection Program for various types of personal flotation devices.

In the appendices, which UL 9595 has replaced for devices without turning action, the upper limit of the buoyancy table was provided only as reference for inherently buoyant buoyancy aids. So as long as the device complied with the buoyancy distribution table requirements, the total buoyancy could be above the maximum. UL 9595 needs to be amended to allow this for devices without turning action.
