Scope

This part of IEC 60839 specifies the minimum functionality, performance requirements and test methods for electronic access control systems and components used for physical access (entry and exit) in and around buildings and protected areas. It does not include requirements for access point actuators and sensors.

This standard is not intended to cover requirements for off premise transmission associated with intrusion or hold up alarm signals.

This standard applies to electronic access control systems and components intended to be used in security applications for the granting of access and includes requirements for logging, identification and control of information.

The standard comprises the following:

– A conceptual model and system architecture.

– Criteria covering:

      • classification based on performance functionalities and capabilities;

      • access point interface requirements;

      • indication and annunciation requirements (display, alert, logging);

      • duress signalling and overriding;

      • recognition requirements;

      • system self-protection requirements;

      • communication between the component parts of the electronic access control system and with other systems.

– Requirements for environmental conditions (indoor/outdoor use) and electromagnetic compatibility.

– Test methods.

It also includes requirements for request to exit devices, access point actuators and sensors.

1DV.2 DR Modification to add the following paragraph to Clause 1:

Products investigated under this standard shall also meet all of the safety requirements of CSA C22.2 60950-1, Standard for Information Technology Equipment - Safety - Part 1: General Requirements; CSA C22.2 No. 62368-1, Audio/Video, Information and Communication Technology Equipment - Part 1: Safety Requirements; or the following subsections in CAN/ULC-S304, Standard for Control Units, Accessories and Receiving Equipment for Intrusion Alarm Systems, as applicable:

a) 4.2, Components

b) 6, Construction

c) 7, Marking

d) 8.2, Power Input

e) 8.10, Dielectric Strength Test

f) 8.11, Electric Shock Current Test

g) 8.12, Capacitor Test

h) 8.13, Temperature Rise

i) 8.14, Abnormal Operation Test

j) 8.16, Strain Relief Test

Project Need
ULC Standards is proposing a second edition of the National Adoption of Canada for Alarm and Electronic Security Systems - Part 11-1: Electronic Access Control Systems - System and Component Requirements. This new edition will include editorial revisions to update formatting, updating the scope to include requirements for request to exit devices, access point actuators and sensors and reference to CAN/CSA C22.2 No. 62368-1. It is also being updated to include reference to ULC/ORD C634, Connectors and Switches for Use with Burglar Alarm Systems.
