HSO 22004 addresses the provision of high quality and safe mental health and addiction care and services. The standard will apply to all health and social service organizations providing mental health and/or addiction services.
The standard will follow the client’s health and wellness journey through the health and social service system, including in-patient and community-based settings.
Content within the mental health and addiction standard will cover the treatment of concurrent disorders to reflect integrated care best practices.
Out of scope for this standard is content related to specific or specialized clinical care interventions and/or recommendations for specific mental health or addiction issues.

Project Need
HSO’s current Mental Health and Substance Misuse and Problem Gambling standards are used by a variety of stakeholders and service providers both nationally and internationally. These standards undergo periodic maintenance and are due for revision. To ensure that this standard will be optimally relevant, current best practices, evidence from scientific literature, and experiential knowledge will inform the standard. Issues and challenges facing organizations providing substance abuse services are constantly evolving, including integrated services with mental health and suicide prevention, culturally appropriate services for the Indigenous community and other minorities, and timely issues such as cannabis legislation and the opioid crisis. Now more than ever quality health standards are needed that are informed by current research and best practices, as well experts in the field, including patients and family members. The Substance Abuse and Problem Gambling standard content is outdated and is in need of an update because it was last revised in 2008.
The substance use/ addictions treatment field is evolving, as such a number of key gaps in the standard have been identified which include information relating to harm reduction and overdose prevention, stigma and discrimination, relapse prevention and recovery oriented approach to treatment.
