1.1 This standard outlines test methods for evaluating the effectiveness of detection and mitigation systems for battery failure events, including deflagration mitigation systems used in Battery Energy Storage System (BESS) products. The standard includes methodology to produce quantified evaluation data for comparison of systems but does not include pass/fail criteria. It is intended to be used by code officials, financial institutions, insurers, fire responders, developers, independent engineers, manufacturers, and other relevant stakeholders in the battery industry.
1.2 The protocol is for third-party accredited laboratories to verify claims made by a manufacturer of a product to be used to detect and/or mitigate battery failure events. This Standard is intended to supplement product standards to quantify the performance in its intended application. Electrical safety, performance, installation, maintenance, and other general safety requirements of the device itself shall follow the appropriate product listing, certification, and installation standard(s).
1.3 The test methods in this standard have been designed to create representative battery failure events to verify performance claims of detection, sensing, and mitigation methods, including deflagration mitigation systems. The standard will evaluate both if the system is effective for its claimed performance and the extent of its effectiveness.
Project need:
To develop a standard performance test method for detection, sensing, and suppression systems intended for battery failure conditions that is globally applicable with a clear range of installations applications based on quantified test performance. This proposed New Standard is being developed at the request of stakeholders. It will provide the industry with a testing protocol to verify claims made for detection, sensing, and suppression systems intended for battery failure events. This will meet the strategic needs of the following key interests: a) Tighter links between product development, design, and process development b) Ensuring that the latest innovative/technology/safety features are available for users, c) Addressing needs of regulators by providing suitable requirements; and d) Provide an assessment tool for reliability; and e) Supporting certification bodies.
