This document provides a framework for identifying and mitigating re-identification risks and risks associated with the lifecycle of de-identified data.

This document is applicable to all types and sizes of organizations, including public and private companies, government entities, and not-for-profit organizations, that are PII controllers or PII processors acting on a controller’s behalf, implementing data de-identification processes for privacy enhancing purposes.

Project Need
This proposed New Standard is being developed at the request of P123 – Technical Committee on Information Technology. It will provide the industry with the latest standards available in the ICT field. This will meet the strategic needs of the following key interests: ICT is ubiquitous in modern technology, being involved in all aspects of our society. JTC 1 (and hence TCIT) standards provide the mechanisms to guarantee the safety, security, usability and functionality of products, services and infrastructure that are developed using these standards.
