1.1 Inclusions 

This Standard provides requirements and recommendations for the following: 

  1. geospatial data that is produced for a flood study, including data management, geospatial reference systems, file formats, geometric validity, data layer schema, and interoperability;
  2. data required for flood mapping, including digital terrain models (DTMs), imagery, and thematic geospatial datasets;
  3. map layout and base mapping requirements;
  4. specific requirements for different types of flood maps; and
  5. data ownership and copyright.

1.2 Exclusions 

This Standard does not cover bathymetric data collection or topo-bathymetric DTM development in detail. 

1.3 Terminology 

In this Standard, “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Standard; “should” is used to express a recommendation or that which is advised but not required; and “may” is used to express an option or that which is permissible within the limits of the Standard. 

Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. 

Notes to tables and figures are considered part of the table or figure and may be written as requirements.

Flood maps in Canada are vital for identifying flood risk and preventing catastrophic damage to infrastructure, property, and homes. Assessing risk requires accurate and available data to maintain and update accessible maps across all jurisdictions in Canada. This Standard will serve as a resource for geomatics professionals and flood mapping practitioners, as well as municipal planners involved in flood protection and mitigation activities.This proposed New Standard is being developed at the request of the Standards Council of Canada (SCC). The primary target audience of the proposed NSC will be geomatics professionals and flood mapping practitioners, as well as municipal planners involved in flood protection and mitigation activities. Other users may include department managers, project coordinators, geomatics experts, water resource engineers, planners both within and outside of government, and members of Indigenous communities.
