•This standard describes the arrangements to be put in place by organizations managing railway operations and maintenance, such that oversight of the effectiveness of an organization’s Safety Management System is achieved and that all necessary requirements are complied with. It also describes how this oversight is to be conducted on a continuous basis in a consistent manner, and in a manner that is proportionate to an organization’s size.

• Supervision covers the actions aimed at maintaining an organization’s safety management system so that it controls risk effectively. This requires that an organization deploys competent people who are selected, and whose competence is maintained, through a system for managing competence.

• Supervision activities also include:

- Monitoring the effectiveness of an organization’s application of its safety management system, in part or in whole, including through the use of a system to manage organizational maturity; and

-Monitoring the correct application of other relevant safety methods through an organization’s Safety Management System.

Project need:

Project Need
This proposed National Standard of Canada is aimed at helping improve rail safety in Canada. It is being developed as the result of an extensive stakeholder engagement process and has been supported by members of the committee responsible for the existing CSA R114:22 - Canadian method for risk evaluation and assessment for railway systems standard as well as participants of a stakeholder workshop convened by CSA Group. This proposed standard is based on an existing European Union Agency for Railways regulatory framework which will be adapted to the Canadian context as was done to create the CSA R114:22 standard. This standard could be used by organizations with an objective of improving railway safety. This proposed New Standard is being developed supported by Metrolinx. It will provide the industry with a common approach to overseeing the effectiveness of an organization’s Safety Management System and compliance with all necessary requirements. This will meet the strategic needs of the following key interests: • Railway operators • Railway owners • Railway maintainers • Potential contractors • Railway regulators • Potential suppliers
