Scope

• The Standard presents a common safety method for risk evaluation and assessment and applies to proponents making any change to a railway system that is technical, operational, or organizational in nature.
• In regards to organizational changes, only those changes which could impact the operational or maintenance processes are subject to consideration in accordance with the Standard.
• When, on the basis of an assessment in accordance with to the criteria set out in Standard, the change is considered significant, a Risk Management process set out the Standard shall be applied. If the change is considered not significant, keeping adequate documentation to justify the decision shall be sufficient.

Project need:

Project Need
This proposed National Standard of Canada is aimed at helping improve rail safety in Canada, especially in terms of the procurement of new equipment or other changes to railway networks or infrastructure. This proposed New Standard is being developed at the request of Metrolinx. Metrolinx is considering developing a standard for risk assessment based on similar European regulation. The standard would be provided to potential contractors and suppliers for relevant Metrolinx projects.
