Scope

The purpose of this code is to provide a set of requirements and recommendations for vehicle maintenance, depot, and support facilities where battery electric and hybrid fleet vehicles are parked, maintained, repaired - or stored during maintenance or repair - and areas and systems ancillary thereto. 

 

The scope of this code includes but is not limited to battery electric and hybrid vehicle maintenance, depot, and support facility design, construction, and operation, as well as elements of electric shock/arc flash control, facility fire detection and suppression, deflagration, and emergency response and planning. The scope of this code also includes guidance on underground and multi-level parking and vehicle storage facilities. Where existing standards cover aspects addressed by this code (e.g., fire suppression and battery storage/handling), the code will reference those works. 

The scope of this Code does not apply to other fuels used for vehicles.

Project Need
Public and private fleet operators are embarking on a massive shift from gas and diesel vehicles to battery electric vehicles (BEV). Given the fire risks that accompany large batteries, BEVs pose unique challenges for fleet operators, particularly when multiple BEV fleet vehicles need to be repaired within a maintenance facility. Stakeholders have identified that lack of comprehensive requirements with respect to the design, construction, and operation of BEV maintenance facilities. As a result, stakeholders support the development of a national code that utilizes the best available standards and guidance to establish requirements for the safe and efficient operation of BEV maintenance facilities. This code will support the needs of fleet operators and facility owners, as well as the regulators with oversight of maintenance facilities.
