Purpose

This standard specifies requirements for exterior lighting and interior lighting radiating to the exterior to limit harmful or inconvenient effects on safety, humans, wildlife, and night sky quality.

NOTE - The establishment of these requirements takes into account the lighting needs and desirable effects of lighting by controlling the amount, direction, and spectral composition of the light emitted and the period of illumination.

This standard complements commonly used lighting standards, codes and regulations. While these documents generally propose minimum lighting requirements, this standard establishes maximum limits.

From a light pollution control perspective, it is not desirable to achieve these maximum limits when the minimum levels are met and satisfy the lighting requirements.

In the event that a requirement of a regulation issued by a regulatory authority conflicts with the requirements of this standard, the regulatory requirement takes precedence.

This Standard does not address electrical or mechanical safety aspects of lighting components and devices.
