Making the highways safer with electronic logging devices

In 2019, Transport Canada published changes to the Commercial Vehicle Drivers House of Service Regulations, which require motor carriers and drivers to use certified electronic logging devices (ELDs) to help monitor driver activities and compliance with new regulations. This is done with the goal of improving safety and reducing the long hours that long-distance truckers faced on their routes.

 

ELDs are devices which electronically record a driver’s hours of service and are intended to replace paper logbooks. SCC and Transport Canada partnered to develop and implement a certification scheme for the accreditation of certification bodies for ELDs for federally regulated commercial vehicles in Canada. Before a certification body can certify an ELD, they must be accredited by SCC to ISO/IEC 17065 “Conformity assessment — Requirements for bodies certifying products, processes and services” in the area of ELDs and must be recognized by Transport Canada as an ELD CB.

 

The regulation was published in 2019 and came into force in 2021. It references the technical standard by the Canadian Council of Motor Transport Administrators.
