Trade Continuity Agreement Protocol Between Canada and the United Kingdom
Action required
SCC accredited Certification Bodies (CBs) can now submit scope extension applications to have their scope of accreditation extended to the UK to apply the UKCA mark on products that conform to the ATEX directive.

All customers requesting to be approved and notified for the United Kingdom (UK).
Background
On behalf of their respective governments, the Standards Council of Canada (SCC) and the United Kingdom Accreditation Service (UKAS) are implementing the Protocol on the mutual acceptance of the results of conformity assessment included in the Canada-UK Trade Continuity Agreement (TCA). Please refer to the previous Bulletin #2023-10 on The Trade Continuity Agreement.
SCC is a recognized Accreditation Body for the United Kingdom for the ATEX (equipment and machines for use in potentially explosive atmospheres) product category and can now designate approved bodies for the UK that conform to the ATEX Directive and associated requirements.
CBs applying to be accredited and appointed as Approved Bodies shall demonstrate conformance to the following:
- ISO/IEC 17065
- Conformance to UKAS GEN 5 (specifically section 3)
- Appendix I, II and III of the “Guidelines on the appointment of UK Conformity Assessment Bodies”
- ATEX Directive (Identical to the EU ATEX directive)
- Product Specific EN-Standards.
SCC will evaluate the application to determine if a desk review or a scope extension assessment (remote or on-site) shall be required to provide the approval.
New requirements
Accredited Certification Bodies can submit new Scope Extension applications to include accreditation in accordance with the requirements for the UKCA mark in the UK marketplace for the ATEX Product Category.
