Management Systems Certification Bodies procedural reminders

Action required

All accredited management systems certification bodies must ensure they are following the current version of MD 2, Transfer of Accredited Certification of Management Systems and MD 23, Control of Entities Operating on Behalf of Accredited Management Systems Certification Bodies.

Background

This bulletin serves as a reminder for specific requirements for the transfer of accredited certification of management systems, and the control of entities operating on behalf of accredited management systems certification bodies. 

New requirements

MD 2:2017 
No significant changes have been made to this mandatory document.  Additional clarification has been provided regarding eligibility:

2.1.1 Eligibility of a Certification for Transfer:
Only certification which is covered by an accreditation of an IAF or Regional MLA signatory at level 3 and where applicable level 4 and 5 shall be eligible for transfer. Organizations holding certification that is not covered by such accreditations shall be treated as new clients.

MD 23:2018 is a new document, providing requirements for entities which are not partially or fully owned or employed by the Certification Body (CB), that perform and/or manage management system certification activities on behalf of accredited CBs.
