CETA Protocol – Canada/EU – New product categories

The Standards Council of Canada (SCC) is now approved for two additional product categories that are included in Annex I of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) Protocol: 

  • Machinery Products
  • Construction Products 
     

SCC-accredited certification bodies can now submit scope extension applications to have their scope of accreditation extended to the European Union (EU) to apply the CE mark on products that conform with the Construction Product Regulation, and the Machinery Directive/Regulation (Parts of the new Machinery Regulation are now in effect). 


Affected customers
 

All Certification Body Accreditation Program (CBAP) certification bodies requesting to be notified for the European Union for Construction Product Regulation and Machinery Directive/Regulation.
 

Background


On behalf of their respective governments, the Standards Council of Canada and the European co-operation for Accreditation are implementing the CETA Protocol and their mutual acceptance of the results of conformity assessment. 


The CETA protocol has been in effect since 2017. SCC, an internationally recognized accreditation body, was recognized as a designated Notifying Authority for the European Union for the first product group category (ATEX/HAZLOC) in 2020.

 

New requirements
 

Certification bodies applying for scope extensions and appointed as Notified Bodies shall demonstrate conformance to the following:

  • ISO/IEC 17065 
  • Conformance to Decision No. 768/EC/2008
  • Construction Product Regulation or the Machinery Directive and Regulation
  • Product Specific adopted EN-Standards.
     

Once accreditation is achieved in either Construction Product Regulation, or Machinery Directive/Regulation, certification bodies are to apply to SCC to become notified by emailing: cetainfo@scc-ccn.ca
