Prior to this, he was the NRC-Metrology DG (acting) from Sept. 2020 to June 2021 and Director R&D 2013-2020, where he was responsible for metrology-related projects in chemistry, physics and engineering.  Dr. Paroli previously served as the Director for Building Envelope Engineering and Materials (1998-2012) as well as Director of Market Access for Building Products (2012) in the NRC Construction as well as a researcher from 1988 - 1998. These programs helped industry bring innovative products to market and research the areas of the building envelope/enclosure. They were responsible for research in the areas of concrete durability and repair, wall and window systems performance, thermal and moisture performance of materials and roofing systems. He was also the Director (acting), Urban Infrastructure (from 2006 - 2009) which focused its research and technology transfer efforts on sustainable infrastructure, cost-effective technologies to increase the durability of urban lifelines and to improve municipal asset management practices. His main area of research is roofing materials and advancing standards to help innovation. He has over 100 publications, including invited contributions, refereed journals, conference presentations and a co-authored book on thermal analysis in construction.

Paroli was a member of ASTM International Board of Directors (Chairman of the Board, 2016) from 2011 until 2018. He is the inaugural Chairman of ASTM Committee D37 on Cannabis (2017-2021) – now immediate past-Chairman. He also serves as past-chairman of ASTM Committee D08 on Roofing and Waterproofing (2008-2013). He is an NSF International Public Health Council (NSF-PHC) member (since 2009) which he chaired in 2022. Paroli chairs NSF 347 Joint Committee on Sustainable Single Ply Roofing, the NSF 456 Joint Committee on Vaccine Storage and the NSF 498 Joint Committee on Sustainable Architectural Coatings.

Dr. Paroli is a member of the ASTM International Advisory Board for Personal Protective Equipment, ASTM D08 on Roofing and Waterproofing, ASTM D11 on Rubber and Rubber-like Materials, ASTM D13 on Textiles, ASTM D37 on Cannabis, ASTM E54 on Homeland Security Applications and ASTM E60 on Sustainability. He is a member of IIBEC (International Institute of Building Enclosure Consultants, formerly Roof Consultants Institute), RCI-IIBEC Foundation (Board of Directors), RCI Foundation Canada (Board of Directors). He is a member of the Chemical Institute of Canada (CIC), Association of Chemical Professionals of Ontario (Chartered Chemist), Canadian Society for Analytical Sciences and Spectroscopy (CSASS), American Chemical Society (ACS), ACS Rubber and the Society for Applied Spectroscopy.

Ralph M. Paroli is a recipient of the 2019 ASTM Award of Merit (Fellow of ASTM), the 2020 ASTM Walter C. Voss Award (for notable contributions to the knowledge in the field of building technology with emphasis upon materials used which constitute significant advances or innovations) and the 2021 ASTM William T. Cavanaugh Memorial Award (for extraordinary contributions to the field of national and international standards). He also received the 2022 NSF International Certificate of Appreciation for chairing the NSF-PHC.

Paroli holds a B.Sc. in analytical chemistry from the University of Concordia in Montreal, Canada, and a Ph.D. in physical and inorganic chemistry from McGill University, Montreal, Canada.
