Elias Rafoul

Elias Rafoul joined SCC in February 2018 as Vice-President, Accreditation Services. With over 20 years of management experience, he is a respected leader who has overseen large teams and budgets in both the public and private sectors. He has extensive international business development experience in the areas of research and innovation. He also has excellent negotiating skills and expertise in structuring multi-year, complex licensing agreements for products and services.

Mr. Rafoul serves as Vice-Chair of the ISO committee for conformity assessment (CASCO) for the term 2024-2025 and Vice-Chair on the North American Accreditation Federation. He also sat on the Board of Directors of the National Conference of Standards Laboratories International. Mr. Rafoul sat two terms on the InterAmerican Accreditation Cooperation Executive Committee, where he served as Treasurer, and has served on ISO’s Patent Policy Group.

Prior to joining SCC, Mr. Rafoul was Director General, Business Management Support at the National Research Council for three years. He previously served as Managing Director for 10 years for Nexus Telecom (Americas) Inc., a Swiss-based telecommunications company with operations in Canada. He also worked for several leading Canadian high-tech companies, including Nortel and Newbridge Networks.

Mr. Rafoul holds a Master’s degree in Computer Science from the Telecommunication Software Engineering Program and a Bachelor of Science degree with Honours, both from the University of Ottawa.
