This committee
- Looks at standardization issues from the perspective of the provincial and territorial governments.
- Promotes cooperation and communications between the provinces, the territories and SCC.
- Encourages the provinces and territories to take part in Canada’s national standardization network.
- Consists of representatives appointed by each provincial and territorial government.
The Provincial-Territorial Advisory Committee (PTAC) is a statutory committee of SCC with representatives from each province and territory. PTAC’s focus is to align standards incorporated by reference in regulation. The committee supports efforts to reconcile and cooperate on regulations through the Canadian Free Trade Agreement’s Regulatory Reconciliation and Cooperation Table (RCT).
PTAC has led the following RCT agreements
Canadian Registration Number (CRN) Reconciliation Agreement
Streamlines the CRN application process for pressure equipment, allowing a single application to be recognized across multiple jurisdictions, promoting mutual recognition of design reviews, reducing administrative burdens, and enhancing trade.
Mobility of Gasfitters Reconciliation Agreement
Standardizes the licensing, training, qualifications, and certification of gasfitters across provinces and territories, facilitating trade and labor mobility.
Canadian Electrical (CE) Code Reconciliation Agreement (currently under negotiation)
Ensures the timely and aligned adoption of the CE Code across Canada, promoting consistency in electrical standards and regulations, reducing regulatory discrepancies that serve as barriers to trade.
Other alignment initiatives through PTAC
Harmonization of requirements for Small Solid Biomass Combustors (SSBC) in Canada
Supporting the workplan of the Regulatory Cooperation Forum under the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), PTAC commissioned a white paper that recommended adopting the European standard for SSBC as a National Standard of Canada (NSC). This standard would eliminate costly redesigns and facilitate the import and export of SSBC systems, promoting renewable energy sources like wood pellets. Development of the national standard is underway.
Hydrogen Codes and Standards Working Group (CSWG)
PTAC worked with interested parties to identify gaps in existing hydrogen standards to support the safe and efficient deployment of hydrogen technologies across Canada, aligning with international best practices.
