Scope

This standard provides guidance to Canadian regulators, government ministries, and agencies in developing coherent, ethical, and transparent AI policies and directives. The scope includes:

  1. Developing a framework that aligns with CSA ISO/IEC 42001 and CSA ISO/IEC 23894 and other relevant standards, including best practices from Ontario’s Trustworthy AI Framework and federal guiding principles to guide regulators in policy creation.
  2. Responsible use and Risk management of AI
  3. Governance for regulators
  4. Source data evaluation metrics for model training
  5. Requirements on disclosure and reporting for AI use
  6. Requirements for incident reporting
  7. Testing and quality assurance 

Project need:

Project Need

Canada faces an increasing need for coherent and coordinated guidance on regulatory measures for use of artificial intelligence (AI). At present, AI-related regulatory measures are being developed independently across various levels of government, often in isolation. This fragmented approach increases the risk of technical barriers to trade, inconsistent enforcement, and regulatory uncertainty for both Canadian businesses and international stakeholders.

 

To address these challenges, Canadian regulators require a comprehensive, standards-informed framework that is responsive to the risks and impacts associated with AI technologies. This project directly responds to that need by providing a unified approach that draws on existing national and international standards, including:

  • CSA ISO/IEC 42001 for AI management systems.
  • CSA ISO/IEC 23894 for risk management of AI systems.

     

The document will help regulators to:

  • Promote a risk-based, ethical, and accountable approach to AI governance.
  • Support inter-jurisdictional alignment of regulatory measures and policy development across Canada.
  • Encourage innovation, public trust, and responsible AI adoption through transparent and consistent regulatory practices.
